      Description

      In some cases, tactical planners should not create an operational plan containing a lane change. E.g. filling the network at t=0, some surrounding GTUs may not yet be generated.

      Some possible solutions:
      [*] initialize GTU's with a predetermined operational plan
      [*] use the odometer and prevent lane changes when it is 0.0
