      Description

      The current paradigm for perception is that the tactical planner invokes the perception, and that essentially everything is perceived. This is a waste of resources and computing power if the tactical planner does not require some of the perceived information. Regarding surrounding traffic the PerceptionIterable's already apply a lazy per-GTU perception. But lazy evaluation can be incorporated broadly in perception. There is no need for perception to apply logic ahead of time with OTS supporting Historical data. Hence, all logic can be applied in a lazy manner.
